brownfield and demolition programs

The Tuscarawas County Economic Development Corporation (TCEDC) in collaboration with the Tuscarawas County Commissioners and the Tuscarawas County office of Community and Economic Development (OCED) are providing assistance for the following Ohio Department of Development (ODOD) programs.

 
 

This program is designed to provide grants for the demolition of commercial and residential buildings and revitalization of surrounding properties. Blighted, vacant or abandoned structures are eligible for demolition.

All project request must be summited for review to the Tuscarawas County Office of Economic Development (OCED) by the end of business May 4th , 2022 by 4:30pm. The OCED will submit qualified requests for projects to the ODOD that may not have match funds available first, since match funds are not required for the county set-aside. We started with $500,000 and we only have approximately $93,250.00 available for actual demolition projects). The OCED will then submit all qualified applications to the ODOD by close of business May 16th, 2022.

This program is designed to provide grants for the remediation of brownfield sites across Ohio to clean up the sites and prepare them for future economic development.

Properties applying for the program must meet the definition of brownfield. A brownfield is defined as an abandoned, idled, or under-used industrial, commercial, or institutional property where expansion or redevelopment is complicated by known or potential releases of hazardous substances or petroleum.

Funding of $1 million will be set aside for each county in Ohio. If the minimum funds set aside per county are not obligated by June 30, 2022, funds will become available to all eligible projects. Remaining funds will be available on a first-come, first-served basis. 

For projects awarded through the dedicated county portion ($1 million set-aside), match is not required. For projects awarded outside of the county’s dedicated portion, ODOD can only award up to 75% of the total project cost, with a maximum award of $10 million.

The US EPA defines a brownfield as a property, in which the expansion, redevelopment, or reuse may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. It is estimated that there are more than 450,000 brownfields in the U.S. Cleaning up and reinvesting in these properties increases local tax bases, facilitates job growth, utilizes existing infrastructure, takes development pressures off of undeveloped, open land, and both improves and protects the environment.
